MOP Reached: What Are Your Options? (Sell, Rent Out, or Stay)
Reaching your HDB flat's Minimum Occupation Period (MOP) opens up choices that were off-limits before, but each one comes with its own conditions. Here's what actually changes, and what doesn't.

What MOP is and when it ends
MOP is the period you must physically live in your flat before you can sell it on the open market, rent out the whole flat, or acquire an interest in private property (in Singapore or overseas). It starts from the date your flat purchase is legally completed and excludes any period you do not physically live there, for example while the whole flat is rented out with HDB's approval, or if there has been an infringement of the lease.
| Flat | MOP |
|---|---|
| Standard flats, and flats sold before the October 2024 sales exercise that were not classified (HDB calls these "unclassified") | 5 years |
| Plus and Prime flats (new and resale) | 10 years |
| Flats bought under the Fresh Start Housing Scheme | 20 years |
Other modes of purchase (for example DBSS and SERS replacement flats) have their own MOP rules; check HDB for your flat. If you bought a resale flat, you serve your own MOP from your completion date; it is independent of how long the previous owner lived there.
One important restriction: owners of Plus and Prime flats are not allowed to rent out the whole flat, even after the 10-year MOP. Selling is still possible after MOP, and renting out spare bedrooms remains subject to HDB's rules.
Option 1: Sell on the open market
Once MOP is fulfilled you can sell on the open market, but you still need to go through HDB's process: register an Intent to Sell in My Flat Dashboard, and make sure the sale is within the Ethnic Integration Policy (EIP) quota for the block and neighbourhood (and the SPR quota, if the buyer is a non-Malaysian SPR household). If you sell a Plus or Prime flat bought from HDB, you must also return a percentage of the resale price or valuation to HDB as subsidy recovery.
Selling does not trigger a resale levy by itself. A levy can apply to your next purchase if it is a second subsidised flat. Check this in our resale levy guide, or see what you'd actually pocket from a sale today with PropLeh's HDB Sale Proceeds Calculator.
Option 2: Rent out the whole flat
You can rent out the whole flat after fulfilling the MOP and obtaining HDB's approval. HDB's eligibility conditions for owners and tenants apply, including:
- Only Singapore Citizen owners may rent out the whole flat. Singapore Permanent Resident owners are not allowed to.
- If any tenant is a non-Malaysian non-citizen, the Non-Citizen Quota applies (8% at neighbourhood level and 11% at block level). If the quota is reached, only Singaporeans and Malaysians can rent in that neighbourhood or block.
- Plus and Prime flats cannot be rented out as a whole flat at all.
Option 3: Rent out individual rooms
HDB's eligibility page for renting out bedrooms does not state a MOP requirement, so this is not a right unlocked by MOP (the exception is 3Gen flats, where bedrooms cannot be rented out within the MOP). You must still get HDB's approval before the tenancy starts (an administrative fee of $9 per bedroom applies), and the rules limit what you can do:
- Only 3-room or bigger flats; 1- and 2-room owners cannot rent out a bedroom.
- A 3-room flat can rent out 1 bedroom (maximum 6 occupants in the flat); a 4-room or bigger flat can rent out up to 2 bedrooms (maximum 8 occupants, reverting to 6 for rental periods extending beyond 31 December 2028).
- Only bedrooms originally built by HDB can be rented, not partitioned rooms.
If you rent out, the rent is taxable income and renting out the whole flat ends your owner-occupier property tax rates. See the rental income tax guide and the property tax guide.
Option 4: Buy private property
You cannot acquire a private residential property (local or overseas) until the MOP is fulfilled; this includes exercising an Option to Purchase or signing the sale and purchase agreement. After MOP there is no limit on the number of private properties you can acquire. What happens to your HDB flat depends on your household:
- Households with at least one Singapore Citizen flat owner may keep the HDB flat, but must continue living in it unless HDB has approved renting it out.
- Households where all flat owners are Singapore PRs must notify HDB and sell the flat within 6 months of acquiring a local private residential property.
If you keep your HDB flat, Additional Buyer's Stamp Duty applies to the new purchase as a second property. See ABSD rates in our ABSD guide.
Option 5: Stay put
Doing nothing is also a real option. There's no obligation to sell, rent, or upgrade just because MOP has passed. Many owners reach MOP and simply continue living in the flat with no change at all.
What doesn't change at MOP
MOP passing doesn't erase any resale levy liability tied to a future subsidised purchase, doesn't remove ABSD on a second property, and doesn't change your CPF accrued interest position, which keeps accruing until you refund it.
FAQ
Does MOP reset if I take over my flat from a divorce or inheritance?
For renting out the whole flat, HDB computes MOP from the effective date of a transfer of ownership, or the date an owner was included as an authorised occupier, and a resale of part-share means the owners must meet a fresh MOP. Treatment depends on the nature of the transfer, so check your own case with HDB rather than assuming.
Can I rent out my whole flat the day MOP ends?
Only if you are a Singapore Citizen owner, you have applied for and received HDB's approval, and your flat is not a Plus or Prime flat.
If I sell after MOP, do I still need to worry about SSD?
Seller's Stamp Duty applies to residential property sold within a holding period of 4 years for purchases from 4 July 2025 (3 years for earlier purchases). Both are shorter than a 5-year MOP, so for a standard flat the holding period will already have passed by the time you can sell.
Does MOP apply to Executive Condominiums (ECs)?
Yes, ECs have their own MOP, counted from the unit's TOP date. It is 5 years for most EC projects, and 10 years for EC projects where the land sales tender closed on or after 8 May 2026. Different rules apply to ECs after the MOP, so check HDB's EC conditions page for your project.
Figures current as of October 2026. Flat-type-specific rules (such as Plus/Prime restrictions) are relatively new and subject to change; always verify against the live HDB page for your flat type.
