Using CPF for Housing: What Your OA Can Pay, the Valuation Rule and What Changes at 55
CPF Ordinary Account savings are the main source of cash for many Singapore homes, but only certain payments qualify, a valuation caps how much you can use, and the rules shift when you turn 55. Here are the points CPF Board makes in its FAQs, with the links to the HDB-specific guides.
Only the Ordinary Account counts
CPF says you cannot use Special Account savings to pay your housing loan, because those funds are reserved for retirement. You can use Ordinary Account (OA) savings for housing-related payments including down payments, monthly instalments and legal fees. If you need help with an HDB loan, approach HDB's financial assistance measures; for a bank loan, approach your lender. See HDB loan financial assistance.
A valuation is mandatory, loan or no loan
CPF says a valuation report is mandatory when you use CPF savings for a property purchase, even if you are not taking a loan. It determines the maximum CPF you can use.
- HDB flats: only HDB's valuation is accepted, dated within three months of your application.
- Private property: the report must come from a licensed valuer, which can be your bank's valuer, dated within three months of your purchase date.
On HDB resales this is the Request for Value, which costs $120; see buying a resale flat and cash and CPF needed.
What CPF cannot pay
CPF's terms for HDB and DBSS flats list items that CPF savings cannot be used for:
- Booking fees, option fees or deposits to HDB, developers or sellers
- The resale levy; see resale levy explained
- Construction, improvement, repair and renovation of the flat
- Monthly service and conservancy charges and other rates, taxes and charges on the flat
- Non-housing loans and miscellaneous costs such as penalties and insurance charges
- Any part of a resale price that is above the lower of the price or valuation, which means any cash over valuation must be paid in cash
Separately, CPF says savings cannot be used to pay Seller's Stamp Duty, which must be paid in cash. See the SSD guide. The same CPF terms allow OA savings for stamp duty, legal fees and related costs on the purchase and mortgage of an HDB flat.
Limits that apply
The CPF Housing Limits cap how much of your CPF can go into a property, and for HDB flats the flat's remaining lease relative to the youngest owner's age matters. HDB's version of this is summarised in the cash and CPF guide. The CPF Board's housing usage calculator estimates your usable amount.
At 55: the Retirement Account and reserving OA
On your 55th birthday a Retirement Account is created. Savings up to your Full Retirement Sum are transferred from your Special Account and OA. You can keep using OA for your housing loan after 55 in two ways:
- Reserve OA savings. Apply within six months before your 55th birthday (allow at least five working days). The reserved amount stays in OA to pay housing instalments. You do not need to reserve if you have fully redeemed the loan, or if your Special Account savings alone meet the Full Retirement Sum. You cannot reserve if you are already above 55 or have withdrawn CPF under the reduced life expectancy scheme.
- New contributions. If you keep working, new OA contributions can pay the loan, but contribution and OA allocation rates fall after 55, so plan for a smaller amount.
The trade-off CPF highlights: reserved savings stay in OA earning 2.5% instead of moving to the Retirement Account at 4%, which could reduce your monthly payouts later. Any remaining reserved OA transfers to the RA when payouts start from 65. For loan mechanics, see paying your HDB loan.
Home Protection and refunds
- Using CPF for instalments requires cover under the Home Protection Scheme.
- When you sell, CPF used plus accrued interest returns to your account; see CPF accrued interest. Housing grants are refunded the same way; see HDB resale grants.
- After a divorce, a spouse who takes over full ownership generally must refund the ex-spouse's CPF account with the principal used, accrued interest and any amount pledged for the retirement sum, though a court may order a transfer without the full refund. If the new owner later sells, they refund their own and the ex-spouse's amounts to their own CPF account. See changing HDB flat ownership.
