After You Sell Your EC: Which Next Home Triggers the 30-Month Wait and the Resale Levy

Selling an EC does not close any door by itself. What you buy next decides whether you wait 30 months, whether you pay a resale levy, and whether ABSD enters the picture. Compare the three paths before you list, because the choice changes the order in which you should do things.

From HDB’s conditions after buying an EC and IRAS’s page on HDB flats and new EC units. Wait-out and levy details are in the sections below.

Path A: buy a private property

HDB places no condition on private property here. The EC is itself private residential property, so buying a condo or landed home is not restricted by the 30-month wait or the resale levy.

The cost to watch is ABSD. IRAS counts a property you have agreed to sell as no longer yours once the buyer has exercised the option. So if your EC buyer has exercised before you buy, the EC is excluded from your property count, and your next purchase may be your first for ABSD purposes. If you buy first, the EC counts, the rate is 20% for a Singapore Citizen, and a married couple that includes an SC can claim it back by selling the EC within six months. Single SC seniors aged 55 and above have a separate concession with its own conditions. See the 6-month ABSD clock and the bridging loan guide for how to fund the gap.

Path B: a non-subsidised resale flat

HDB lists a non-subsidised resale unclassified or Standard flat, with or without the Proximity Housing Grant, and a short-lease 2-room Flexi flat or Community Care Apartment in this group. If you own private residential property when you apply for the HFE letter, you must dispose of it within 6 months of completing your flat purchase. There is no 30-month wait and no resale levy.

HDB also lists “applying for a housing loan from HDB” in the stricter group below. If you are planning a non-subsidised flat with an HDB loan, ask HDB how that changes your timing before you commit.

Path C: a subsidised flat, or another EC

This group covers buying a flat from HDB, a resale Plus or Prime flat, a resale unclassified or Standard flat with CPF housing grants, taking an HDB loan, and buying another EC from a developer. You must satisfy both of these:

For example, if your EC sale completes on 1 March 2031, you may apply for an HFE letter to buy from HDB on or after 1 September 2033. This follows the pattern in HDB’s own example, where a disposal on 1 July 2024 allows an application from 1 January 2027.

The resale levy

You owe a resale levy if your EC was bought with the CPF Housing Grant, or its project’s EC tender closed on or after 9 December 2013, and you then buy a subsidised flat from HDB or another developer EC after the 30-month wait. It is $55,000 for families and $27,500 for singles, payable when you take the second subsidy. If you buy a resale flat without grants, or private property, you do not pay it. See the resale levy guide.

What to do with the money

Selling the EC repays the bank loan, then refunds the CPF used with accrued interest, and the CPF Housing Grant too if you received one. What is left is your cash. Estimate it with the Sale Proceeds Calculator, and read how CPF accrued interest works, since the CPF refund goes back to your accounts and is not cash you can spend.

FAQ

Do I always pay a resale levy after selling my EC?

No. You owe it only if you then buy a subsidised flat from HDB or another developer EC, and only if your EC was bought with the grant or from a project tendered on or after 9 December 2013.

Can I buy a condo right after selling my EC?

HDB sets no waiting period for private property. ABSD depends on how many properties you own on the purchase date.

Does the 30 months start when I sell, or when the sale completes?

It runs from the legal completion date of the disposal, not from the day you grant the option.

Can I buy a resale flat without a wait?

If it is a non-subsidised resale flat, there is no 30-month wait, but any private property must be disposed of within 6 months of completing the flat purchase.

I am single. Is the levy different?

Yes. HDB sets it at $27,500 for singles and $55,000 for families.
