Buying an HDB Flat as a Single or a Senior: Eligibility, Flat Types and Extra Payments

HDB treats singles and seniors as separate eligibility groups. Singapore Citizens aged 35 and above can buy as singles, with different options for new and resale flats, and citizens aged 55 and above can choose short-lease flats designed for older households. The rules on income, property ownership and extra payments vary by flat type.

Property rules for singles

Seniors aged 55 and above

HDB offers two flat types designed for seniors: the short-lease 2-room Flexi flat and the Community Care Apartment (CCA), both with leases from 15 to 45 years in 5-year steps (CCAs offered before the November 2026 BTO exercise ranged from 15 to 35 years). You may buy on your own or with a spouse or fiancé(e), parents or children, orphaned single siblings, a non-resident spouse or other single citizens.

CitizenshipYou must be an SC. The others in your household must meet citizenship conditions that depend on the relationship (for example, a spouse must be an SC or PR; a non-resident spouse is included as a core occupier)
AgeAll buyers and their spouses must be at least 55 at HFE letter application
LeaseThe chosen lease must last until all buyers and their spouses reach at least 95

HDB loanNot available for short-lease 2-room Flexi flats or CCAs: you pay with cash and/or CPF OA savings

Additional amount payable

For some buyers of senior flats, HDB adds an amount on top of the price, pro-rated by the lease you choose:

For first-timers it is built into the price; for those who have taken a subsidy it is paid in cash.

Right-sizing and the Silver Housing Bonus

If you sell your current flat (or private home with Annual Value up to $21,000) and buy a 3-room or smaller flat, you may qualify for the Silver Housing Bonus; see Lease Buyback vs Silver Housing Bonus. Seniors can also buy any other flat type, such as a 2-room Flexi on a 99-year lease or a 3-room or bigger flat, if they meet the family or singles conditions.

Before you apply

  1. Apply for an HFE letter to confirm your eligibility, grants and loan.
  2. Plan the cash and CPF: see cash and CPF needed.
  3. If your situation does not match HDB's tables, HDB invites you to write in, such as an unwed parent buying with a child.
