The HDB Flat Eligibility (HFE) Letter: What It Is and How to Get It Right
Before you can buy an HDB flat, new or resale, you need an HFE letter. It confirms what you are eligible to buy, which CPF housing grants you qualify for and how much HDB loan you can take. Most problems come from timing and from changing your household details after applying.
What the letter tells you
HDB says the HFE letter gives you "a holistic understanding" of your housing and financing options before you start looking. It states your eligibility to buy a new or resale flat, the CPF housing grants and the HDB housing loan amount you qualify for. Second-timers are also told the resale levy or premium payable on a subsidised flat from HDB. See HDB resale grants and HDB loan vs bank loan.
When you need it
- New flat from HDB: a valid HFE letter when you apply to buy.
- Resale flat: a valid letter before you obtain an Option to Purchase from the seller, and again when you submit your resale application.
Processing takes up to a month after HDB has the full set of documents, and may be longer before and during a sales exercise month. HDB advises applying at least a month ahead of a sales exercise. Applying is online only and free, and you may only be listed in one HFE application, as applicant or occupier.
How to apply
- Step 1: Check Preliminary HDB Flat Eligibility on the HDB Flat Portal with Singpass. All applicants and required occupiers need a valid Singpass.
- Step 2: Apply for the HFE letter. Complete steps 1 and 2 within 30 calendar days of each other, ideally in the same calendar month. Otherwise you must update employment and income details for everyone listed.
- Upload documents if asked. Information is retrieved through Myinfo where possible. HDB emails or texts you if documents are needed. Files must be PDF, JPG or PNG and unencrypted, up to 5 MB each and 40 MB in total.
You can request an in-principle approval from participating banks in the same application. It is free and gives an indicative loan amount. Your chosen bank contacts you directly.
How HDB assesses income
- HDB uses the incomes of all persons listed in the application, applicants and occupiers alike, to assess household eligibility and grants.
- The assessment period is 12 months, ending 2 months before the month you apply. For an application in May 2024, the period is April 2023 to March 2024.
- Income is averaged over the months worked. Someone who worked 10 months in the period has income divided by 10. Months on no-pay leave count as not working. For the self-employed, the months worked are 12, or from business commencement.
- HDB's page says income includes components from employment or trade, including the employee's CPF deductions, and excludes employer CPF contributions and bonuses. Which allowances and other income count differs between household income assessment and the loan credit assessment, so read HDB's income guidelines table for your situation.
- You must be working when you apply to be considered for the Enhanced CPF Housing Grant and an HDB loan, and applicants taking an HDB loan must still be in their job when the loan is disbursed.
Validity: 9 months, but the flat application is what counts
The letter is valid for 9 months from issue. Your flat application is processed using the HFE letter you submitted, and you may proceed with the purchase even if that letter has since expired. If your letter expires within 30 days and you need more time to submit an application, apply for a fresh one. If only employment or income changed, the first applicant in the existing letter can re-apply, and until a new letter is issued you may keep using the unexpired one.
What can invalidate or change your letter
The people listed as applicants and occupiers in your flat application must be the same as in your HFE letter. HDB may review the outcome if information is untrue, if you do not comply with the terms, or if your household or HDB policies change. Changes to the following need a new letter or HDB's guidance:
- Adding or removing household members, or changing someone from applicant to occupier
- Marital status or citizenship
- Ownership of private property
| Where you are | What to do |
|---|---|
| Application pending approval | Cancel the letter and apply afresh (steps 1 and 2) |
| Approved, no flat application yet | Cancel and apply for a fresh HFE letter |
| Approved, flat application already submitted | Write to HDB through MyRequest@HDB with your HFE reference and sales registration or resale case number |
| Only your income changed | No action required |
The stakes are real: for a new flat, cancellation brings the usual financial forfeitures, and for a resale you stay liable to the seller under the OTP you exercised. For an uncompleted flat, HDB reviews your finances closer to completion and may reduce the loan if your ability to pay has worsened. Next step: see buying a resale flat step by step.
FAQ
Is the HFE letter free?
Yes. The application is online only and free of charge.
How long is an HFE letter valid?
9 months from the date of issue, although a flat application submitted with it continues to be processed on that letter even after expiry.
Do I need an HFE letter to look at flats?
No, but for a resale you need a valid one before the seller can grant you an OTP, and sellers' listing details such as contact numbers and viewing slots on HDB's resale listing service are shown only to buyers with a valid letter.
What if my household changes after I get the letter?
Before submitting your flat application, cancel and apply for a fresh letter. After submitting, write to HDB. A change in income alone needs no action.
Does the letter guarantee my loan?
It states the HDB loan amount you are eligible for, but HDB reviews your finances nearer completion for an uncompleted flat and may reduce the loan if there are adverse changes. Bank loans are offered by the bank.
