Can a PR Buy an HDB Resale Flat? Eligibility Rules Explained
Yes, a Permanent Resident can buy an HDB resale flat, but eligibility depends on PR duration, who else is on the application, which type of resale flat it is, and a household quota that limits how many PR households can live in a given block or neighbourhood. A household with no Singapore Citizen cannot buy a new BTO flat at all.
PR status duration
For an SPR household (a household with no Singapore Citizen applicant), all applicants and core occupiers must have held PR status for at least three years.
Which flats a PR household can buy
HDB's eligibility table has two columns. A household can be made up of Singapore Citizens (SC) and PRs (SPR) only as follows:
- New flats from HDB, resale Plus flats and resale Prime flats: the applicant must be an SC, and the household must include at least one other SC or SPR. A PR cannot be the main applicant here. An SC with a PR family member can apply, but first-timer households with only 1 SC and 1 or more SPR family members pay a premium of $10,000 at flat purchase (a Citizen Top-Up of $10,000 may be applied for later, for example when the PR family member becomes a citizen or the couple has an SC child).
- Resale Unclassified or Standard flats (all flat types except 3Gen flats): the applicant can be an SC or an SPR, and the household must include at least one occupant who is an SC or SPR. This is the route open to an all-PR household.
Household schemes available to PRs
PRs can only buy under specific household schemes, not as a lone individual:
- Public Scheme: a PR forms a family nucleus with a spouse and children, with parents, or, for widowed or divorced applicants, with children under legal custody. Two PR siblings can jointly buy if both parents are deceased and at least one was a Singapore Citizen or PR.
- Fiancé/Fiancée Scheme: the applicant's spouse-to-be must be a Singapore Citizen or PR, and the marriage must be solemnised within three months of the purchase completing.
A PR cannot buy an HDB resale flat as a single individual the way a Singapore Citizen aged 35 and above can under the Single Singapore Citizen Scheme.
Financing
PR households can finance a resale purchase through either an HDB loan (if eligible) or a bank loan, same as citizens, subject to the usual TDSR/MSR and LTV limits.

The quota that actually limits where you can buy
This is the part most PR buyers miss: non-Malaysian SPR households applying to buy an HDB resale flat must be within the SPR quota, which is 8% for the block and 5% for the neighbourhood. If the quota is reached in a particular block or neighbourhood, you cannot buy there, regardless of how much you can afford. Malaysians are excluded from this quota. HDB tells you to check the quota at each stage: when the sellers grant the OTP, when you exercise the OTP, and when you and the sellers submit the resale application.
Separately, every buyer, PR or citizen, must also be within the Ethnic Integration Policy (EIP) quota for that block and neighbourhood, which is a different quota from the SPR quota above.
In practice, this means two identical PR households can have very different experiences buying the same flat type: one approved instantly, another blocked purely because the specific block they picked is already at its PR quota.
Stamp duty for PR buyers
PRs pay Additional Buyer's Stamp Duty (ABSD) on a residential property purchase, HDB included: 5% on a first property, 30% on a second and 35% on a third or subsequent property (rates from 27 April 2023), compared with 0% for a Singapore Citizen's first property. A PR who buys an HDB flat while required by HDB to dispose of an existing property within 6 months can have the higher rate remitted upfront, so that only 5% is payable. This is separate from the eligibility question above and applies even on a first purchase.

FAQ
Can a PR buy a BTO flat?
Not on your own. For new flats the applicant must be a Singapore Citizen and the household must include at least one other SC or PR. A household made up only of PRs can buy resale Unclassified/Standard flats, but not new flats or resale Plus/Prime flats. If a PR is on a citizen's application, first-timers pay a $10,000 premium at flat purchase.
Does the PR quota apply to Malaysian PRs?
No. HDB excludes Malaysians from the SPR quota, which applies to non-Malaysian SPR households (8% per block, 5% per neighbourhood).
Can a single PR buy a resale flat alone?
Not under the standard schemes available to PRs. PRs must apply under a household scheme such as the Public Scheme or Fiancé/Fiancée Scheme, which require a qualifying family nucleus.
Do PRs pay more stamp duty than citizens?
Yes, on ABSD. A PR pays 5% on a first property (a Singapore Citizen pays 0%), 30% on a second (SC 20%) and 35% on a third or subsequent (SC 30%), in addition to the Buyer's Stamp Duty everyone pays. If a Singapore Citizen and a PR buy together, IRAS applies the highest applicable rate to the whole property.
