Selling an EC: When You Can, and Who Is Allowed to Buy It
An EC does not become an ordinary condominium on the day the MOP ends. There is a second phase, when only Singapore Citizens and PRs can buy it, before it becomes fully private. Knowing which phase your EC is in tells you who your buyers are, and what they can and cannot do.
Three phases from TOP
The clock for all of this runs from the date of the unit’s Temporary Occupation Permit (TOP), not from the date you bought. It runs on two timetables, depending on when HDB sold the land.
Land sales tender closed before 8 May 2026 (5-year MOP)
Land sales tender closed on or after 8 May 2026 (10-year MOP)
| Phase | 5-year MOP project | 10-year MOP project |
|---|---|---|
| MOP | TOP to year 5 | TOP to year 10 |
| Citizens and PRs only | Year 5 to year 10 | Year 10 to year 15 |
| Fully private | After year 10 | After year 15 |
From HDB’s pages on selling and buying an EC on the open market. HDB’s list of EC sites sold shows each project’s tender date.
Because the 10-year MOP only applies to land sold from 8 May 2026, most EC owners today are on the five-year timetable. Check your project’s tender date before assuming either.
What you can do at each phase
- During the MOP: you cannot sell on the open market. You may rent out bedrooms (registering with HDB within 7 days) and, after the MOP, the whole unit. You may buy private residential property only after the MOP.
- Once the MOP is met: you may sell on the open market to an eligible buyer, rent out the whole unit and invest in private property.
- Once it is fully private: there is no citizenship test on the buyer. Foreigners and corporate bodies can buy.
Who can buy your EC after the MOP
Resale ECs are private residential property, and HDB sets only a short list of conditions for buyers:
| Condition | For a resale EC buyer |
|---|---|
| Household | Single or family |
| Citizenship | SC or SPR until the end of the Citizens and PRs window, then anyone |
| Age | At least 21 for individuals; none for corporate bodies |
| Income ceiling | None |
| CPF Housing Grant | Not available |
| Resale levy | Second-timers do not pay it when buying an EC that has met its MOP |
| Buyers who own an HDB flat | Must have met the flat’s own MOP and keep living in it, unless HDB approved renting it out. PR households must dispose of the flat within 6 months |
| Buyers who own private property | No requirement to dispose of it |
What that means for your buyer pool
- Wider than at launch. The $18,000 income ceiling and first-hand buyer conditions do not apply, so buyers who could never have applied to the developer can buy from you.
- Narrower than a normal condo until privatisation. Foreign buyers and companies are out of the market for the first ten years from TOP on the five-year timetable.
- Buyers get no grant. Anyone using the CPF Housing Grant at launch cannot do so when buying from you, so price discussions are all cash, CPF and bank loan.
- A looser loan rule. MSR, the 30% cap on property loan repayments, applies only to ECs whose MOP has not expired. A buyer of an EC past its MOP is assessed on TDSR alone. See TDSR vs MSR.
Before you list
- Confirm your MOP end date from your TOP date. PropLeh’s EC key dates tool works it out.
- Estimate your proceeds. If you used the CPF Housing Grant, it is refunded with accrued interest on sale. Use the Sale Proceeds Calculator and read about CPF accrued interest.
- Decide what you will buy next before you sign. The next home determines whether the resale levy and the 30-month wait apply. See after you sell your EC.
- If you will buy before you sell, read the bridging loan guide first.
FAQ
Can foreigners buy my EC?
Not until the EC is fully private. That is after 10 years from TOP for a five-year MOP project, or 15 years for a ten-year MOP project, according to HDB.
Is there an income ceiling for someone buying a resale EC?
No. HDB says there is no monthly household income ceiling for buying an EC on the open market after the MOP.
Can a buyer use a CPF Housing Grant to buy my EC?
No. HDB says purchases of resale EC units are not eligible for any CPF housing grants.
Does my buyer pay a resale levy?
Not for buying an EC that has met its MOP on the open market. Second-timers are not required to pay it.
Is MOP counted from when I collected the keys?
No. HDB computes the MOP from the TOP date.
